Net neutrality for porting telephone numbers

It seems against net neutrality to not allow individuals to transfer their telephone number away from their broadband provider, eg: keep the broadband but switch only the telephone number to a third-party VoIP provider. If individuals want to use a third-party provider for VoIP then cannot do so without transferring the broadband and telephone numbers together. This seems anti-competitive and against number portability!
